Ford Freestar Repair Question :: 2005 Ford Freestar  Evaporator Emissions system

Engine Performance problem

2005 Ford Freestar  6 cyl Front Wheel Drive Automatic 130,00 miles

Have check engine light on, Code P1450.

Also have fuel comming back out of tank when filling, vent issue. I pulled the canister & can blow through it. The hose that goes to fuel fill is also open (can blow through it). The other hose tees, one goes to engine area (Vapor management valve?), the other hose goes back to the top of the tank (this goes I can NOT blow through). What is between the canister & the fuel tank that is causing the problems?

Thanks
