Title: Top coat peeling

My van's top coat is peeling where the color was applied by the conversion company (Mark III). When its warmer outside and I hit it with high pressure water it basically comes right off leaving a dull but intact paint surface.

A couple questions.

1. Not all of the top coat has come off using the meathod above. What would be a good way to remove the rest of it without destroying the pain beneath it?

2. Would it be better to just leave it as is after the rest of the top coat has been removed or reapply a new top coat?
