Steering problem

2007 Chrysler Town and Country  6 cyl Four Wheel Drive Automatic 67000 miles



When it was cold out the van started with a LOUD WHINNING noise and then did so when you turned and when you are in motion, and the warmer weather has come and it does not start out with a loud whine but still whines now and wines when you slightly turn and still in motion, as you accelerate , thought it was a belt, but dont think so, perhaps power steering, hubby did check the fluids, they check ok, was told also off the subject to that our battery is working on about 15% juice and in the cold weather we were told that it was not probably gonna start if in temps below 15 degrees , well we never changed the battery and it got well below 15 degrees< this was from a test at firestone when they did a random check on the bat, anyhow after they told us that, the whinning noise came about a week later, hmmmmm I hope they did not mess with anything or just the chrysler just happened but come on at onl;y 67,000 miles what gives????
