Chrysler Town and Country Repair Question :: 2004 Chrysler Town and Country brakes

Brakes problem
2004 Chrysler Town and Country 6 cyl Front Wheel Drive Automatic 44,000 miles
The front brakes have been replaced twice already. Replaced rotor and pads each time. Last brake job was 2,000 miles ago. Now driver front brake is smoking and car is hard to move. Do I have a frozen caliper or could it be the traction control system.
