Electrical problem

2000 Chrysler Town and Country   Front Wheel Drive Automatic 170000 miles

For the last 6 months we have experienced unreliability in the starting of our van. We have had the starter, battery and both battery lead wires replaced. While driving, at times the interior lights flash on and off and the power locks lock and unlock repeatedly. Yesterday my wife left the house and immediately the interior light/lock issue began. She stopped, turned off the van and tried to restart. Van will not start. Starter just clicks and when key is removed the chime continues as if key is still in ignition.  In the past jumping the van gets started. Thought the problem was fixed last time it was towed and the leads replaced (about three weeks ago). HELP please. We are at wits and pocketbook ends!
